THE YOUTH POSITION ON THE TWO THIRDS GENDER RULE AND REPRESENTATION OF
OTHER SPECIAL INTEREST GROUPS
The youth of Kenya led by the National Youth Council (NYC) and representatives of Youth Serving Organizations (YSOs) signed herein are concerned with the continued disregard of the youth in the process of implementing articles 27 and 100 of the constitution by NGEC, CiC, AG, Ministry of Devolution & Planning and Parliament. Whereas we support the two-thirds-gender principle, we will not support any Bill that leaves out the youth and other groups. The Constitution drafters ignored youth proposals for a quota while they granted other interest groups. The National Gender and Equality Commission (NGEC) that chairs the Technical Working Committee on this issue as directed by the Supreme Court in 2013 has continuously side stepped the issue of youth representation in the whole process. It is so sad that NGEC, a body established to take care of all special interest groups has turned itself into some form of gender directorate and forgotten all other functions assigned to it.
All proposals so far in the three bills proposed by various players namely; “The Chepkonga Bill”, “The Mbarire Bill” and “The Neto bill” are all silent on youth representation even though Article 100 which all the three bills heavily rely on states that Parliament shall enact a law to ensure that Women, Youth, Persons with Disabilities, Minorities and the Marginalized are adequately represented at all levels of government. It must be emphasized that you cannot implement article 27 of the Constitution in isolation from Article 100. In fact the Supreme Court’s ruling and the deadline was informed by article 100’s timelines in schedule 5 of the constitution.
All the actors in this process should be warned that the youths of Kenya consider it disrespect of the highest order on their continued disregard of the youth in their proposed bills and that we will use all means possible to stop the process until the youth quota is realized.
The youth of Kenya constitute 67% of the adult population and is constitutionally entitled to fair representation. It is a hypocritical to only value youths as voting machines and overlook them in every other process. We are not going to accept being relegated to the back waters every time we get to the table of sharing the national cake, resources and opportunities.
The youth of Kenya demand not less than 15% of total membership in the county assemblies, National Assembly and the Senate and that no house will be properly constituted without meeting this quota. The current set up where we only have 2 representatives in the senate, national assembly and the county assemblies highly disenfranchises the youth especially in trying to push the youth agenda on the floors of these respective houses. As a result, youth issues have taken a beating as it is literally impossible to get them through. As we speak, Kenya’s youth agenda equation is seriously inverted and in doldrums partly because of lack of sufficient youth representation in county assemblies and parliament.
The ministry of Devolution and Planning, the Attorney General (AG), NGEC and Parliament must integrate our demand of 15% youth representation in the formula they are coming up with or we shall be forced to stall the entire process till our pleas are heard and acted upon. We are being magnanimous by asking for 15% looking at the demographics and those concerned should consider that as a sign of goodwill and understanding. We have even provided to the concerned authorities a clear formula on how to achieve the 15% but they stubbornly are ignoring us and telling us to wait. We have heard this waiting story for far too long and we shall wait no more. Give us what you call tomorrow today! Tomorrow is today and NOW.
We have proposed that in achieving the not less than 15% youth representation, a three pronged formula be applied and this is simply by a) Increasing seats for the youths through the nominations by political parties based on their proportional representation in parliament; b) Affirmative Action within affirmative action in the not more than two thirds gender rule; Specifically we want 40% of all the seats that will be reserved for women be allocated to women who are youths, 10% to women with disabilities and at least 5% to women from minority and marginalized groups; c) political parties should be compelled in law to ensure that at least 30% of all aspirants they nominate for elections are youth. This will definitely boost the number of youth in leadership. The youth of Kenya call upon KEWOPA to be the true mothers and consider the youths even as they push for women. We also want to ask Kenya young parliamentarians association KYPA and specifically the four parliamentarians who sit in the two houses representing the youth rise to the occasion and ensure that youth representation is enhanced. Otherwise what on earth are they doing in parliament?
Finally to all the youth out there, we are at a critical moment in the history of this nation where youth issues are either an afterthought or addressed decoratively and this trend must be stopped right in its tracks. Nothing in the youth sector is working and we shall be giving direction on the way forward. Thank you and God bless Kenya.

GOVERNOR CYPRIAN AWITI'S SAVES KODERA, KARACHUONYO, KASIPUL, AND RANGWE RESIDENTS FROM THE WATER CRISIS.



International Non-Governmental  Organization- World Vision,  has  partnered  with the  County Government of   Homa Bay  to  construct a Sh 200m  water project  expected to benefit  up to 100,000 people.
Governor Cyprian Awiti said on Wednesday 20th/May/2015 that the Kodera-Rachuonyo    Scheme would serve residents of Kasipul , Karachuonyo  and parts  of Rangwe Sub Counties  where residents have been trekking for several kilometers  in search of water.
Governor Awiti spoke at Kodera forest in Kasipul where he, Karachuonyo  MP  Hon. James Rege  and  the World Vision regional Manager, Mr Joseph Tinkoi broke the ground to unveil the project , billed as one of the biggest in the  County.  The intake tanks are expected to be up  in four months.
“We want to sincerely thank the World Vision for this very important project.  It greatly supplements our  plans to supply safe  water to Ninety per  cent of county residents by next year,” said Governor Awiti.
Governor Awiti said his government would pay Sh 30m  in the partnership, adding that  the project would help reduce water related diseases.
Governor Awiti and Hon. Rege cautioned local leaders against politicizing the water project, saying this could scare away investors.
“We want to keep politics out of development projects.  We want to ensure our people get clean water and good roads.   I wish to thank the Governor for contributing Sh 30m for this project,”  Hon. Rege.
Hon. Rege used the opportunity to clarify that he had no political grudge against Governor Awiti.
“The perceived political tension between Governor Awiti and me   are the work of activists who must eat through politics.  The problem is that there are people who must eat, otherwise we are good friends because we both have distinct jobs to do,” said Hon. Rege amid  applause.
He described Governor Awiti as a good hearted leader who had used his position to create development opportunities to the people of Homa Bay County.
He added:  “ I have no grudge against Governor Awiti but some people keep  on rocking us left and right.  I am praying that you finish your term successfully by giving us development projects the way you have started.”
Calling Governor Awiti with his nickname “Jakodondo”  Hon. Rege said leaders should unite to ensure  the County realized  robust development projects.  “We must focus a head and give our people hope,” he added.
Governor Awiti   said his government had sank 40 bore holes and protected water springs across the County. He instructed the contractor to ensure he only used local labour.  Kasipul MP, OyugiMagwanga who arrived after the function  criticized the  County Government  over what he claimed  was poor use of  resources.

except the embattled majority leader who escaped. Their arrest just come after claims and complains by the public and MCAs over the corruption taking place in kisumu county. They are being held at Railways police station.

WHAT MAY HAVE LED TO THE HECKLING OF RUARAKA MP ON SATURDAY AT KARIOBANGI


Ruaraka MP TJ Kajwang received the baptism of fire when he together with Mathare MP Steven Kariuki and nominator Senator Elizabeth Ongoro hosted Raila and the other CORD principles for the OKOA Kenya rally at Kariobangi grounds on Saturday.
The troubled started when rowdy youths stopping him from entering the venue, baying for his blood and hadnt Hon. Elizabeth Ongoro not intervened, God knows what would have happened.
But why is the MP who was once a darling of the Ruaraka constituents be detested that much? Remember TJ won the Ruaraka seat on ODM ticked on a third attempt after failing in both 2002 and 2007. Why TJ was heckled and what is the cause of this bad blood between him and the youths of Ruaraka?
TJ, the younger brother to the Late Senator Oteino Kajwang, has nobody to blame but himself. He his blaming Hon. Ongoro for staging the whole thing, but the truth is who wants to get paid to heckle TJ? People are willing to do it at no fee at all; and what is Hon. Ongoros interest in Ruaraka anyway? She worked here while we were still in the larger Kasarani, so Ruaraka would be a demotion!
TJ is the only MP I know of that people ignore, even if when he walks through the Mathare 4A slums in the broad daylight. The Tom Juma Kajwang lurking behind that loquacious facade of an eloquent lawyer is a callous know-it-all character that only toadies can work with.
When did the Rains Start?
In the run to 2013 elections, TJ, though broke, was loved by nearly everyone in Ruaraka. People would listen to him and say this guy truly understands our needs. When the nominations came, TJ sailed through easily, on the basis that Majiwa was not in the good books in the orange party.
During his campaigns, TJ had a diversified campaign team. He had a team of youths, a team of women and community elders. I remember we were persuaded to support him by his then close confidant Omondi Alokon. During local visits, TJ would often send Jimmy Africa and his group in advance to survey the grounds and provide intelligence on the prevailing status! Any moment you saw Jimmys car meant that TJ was likely to show up.
Comparing then and now gives a whole different picture. Since becoming the MP of Ruaraka, TJ has worked very hard to burn the bridges that he used. The rain started hitting him, when the experienced Obuya Nyangolo, who was the then CDFC chair, passed away.
The vacant CDFC Chair attracted the interest of various people. TJ dangled with the seat, using it to get political backing here and there. In the interim, he left his cousin George to hold the position in acting capacity.
The people of Utalii new they deserved that seat, and upfront was Omondi Alokon, an experienced opinion leader in Utaliii Ward. The people of Mathare North were also claiming the seat, owing to the fact that Nyangolo was from their ward.
People waited as days, weeks and months elapsed without any news. Then came the Constituency Uwezo Fund Committee, and TJ used the chances to appease the people of Mathare North, while lying to the people of Utalii that CDFC Chair was theirs. Following this melodrama, Utalii Ward ended up with no representation in the Ruaraka Uwezo Fund Committee.
A few months later, after the burial of the Ruai Land Dealer Ochok, TJ confirmed George as the CDFC chair. The news caused protest in his camp, but the short-fused TJ instead opted to fire anyone who raised questions. This saw Onyango Jaugenya out of roads board, and coming in was Kajwangs close confidant Abiola. The MP begun to divide and rule, choosing only to work with people from South Nyanza and a few sycophants from Seme, Uyoma and Bondo to balance his skewed list.
At ward level, in all the five wards, TJ abandoned the people elected by the community to be in the CDF project management committees, for his close allies. In Utalii he went further ahead to start working with aspiring MCA Abel Atito, instead of the peoples choice Hon. Wilson Ocholla. To make things worse, a chunk of bursary forms were given to Atito to help him counter Ocholla. This was not taken well with the majority of Utalii Voters. He further cemented his relationship with Atito by hiring Odera Ondiegi, a former chair of Atitos campaign team, to become the Ruaraka constituency manager. It is imperative to know that constituency manager position fell vacant after he fired Ayieko under unclear circumstances.
A Control Freak
TJ is a control freak, which is why most people are abandoning him. He no longer enjoys the support of some of the most experienced opinion leaders like Omondi Alokon, Jaringa and many others. He does not even trust the people who have worked for the party like Nyangi, instead he chooses to work with amateurs like Bitty chi Okeyo.
Im just politely asking, didnt his spies tell him the hostility hes likely to encounter? Where were Jimmy Africa and his team of security that nominated Senator Hon. Ongoro, the Kibra MP Hon. Okoth and the Homabay town MP Opondo Kaluma had to come to his rescue?
In my opinion, Kajwang has lost touch with the best brains in Ruaraka and is now surrounded by young, vacuous and dopey individuals that he can control. This group cannot offer him wise counsel, and this came out clearly last Saturday. The only better brain in that camp  Odera Ondiegi  is being fought for suggesting that Kajwang will not win a second term. Instead of celebrating the only sensible brain on their side, his academic dwarfs continue to thwart Ondiegis efforts. Sooner or later Ondiegi will be fired just like Onyango and Ayieko were. But how many constituency managers will we have during TJs reign?

No army, no matter how strong can win a battle while fighting on two fronts. Kajwang has made so many enemies, not only in Ruaraka but also in his home county Homabay. While campaigning for his younger brother the Homabay Senator Hon. Moses Kwajwang, TJ portrayed himself as a no nonsense individual ready to take even the police head on.  Everywhere he went to, there were gun shots!
How sorry was he that his courage was no match to the Nairobi youths who demanded that he leaves. Where were his goons when he was being hunted like a squirrel? Where was his trusted political advisor Ojero or his chief of security to help him out? And what about the mighty Ombija?
My Secretary General Hon. Ababu Namwamba often says, an idea whose time has come cannot be stopped, and you cannot apologies for being ahead of your time. Im ahead of my time, and indeed I see that TJs time is up and nobody will stop the people of Ruaraka from showing him the door!

WATER PROBLEM SOON COMING TO AN END IN HOMA BAY COUNTY

Clean safe water has been a nightmare to greater percentage of the residents in Homa Bay County since the world was created, this will never be the same after the Homa Bay county government has partnered with World Vision International Kenya to ease perennial water crisis. Our Water Our Life petitioned World Vision International Kenya, following the November to March drought in Karachuonyo. Hundreds of livestock, particularly cattle and donkeys, died during the drought.
There were also cases of outbreak of waterborne diseases during the drought. A number of boarding schools, including St Bernard's Otaro Secondary School, also reported cases of bilharzia and diarrhoea.
Our Water Our Life targets damming of dry gullies, de-silting of
strategic water pans, roof-based water harvesting, water tanks for
public schools, and restoration of the environment through planting
of trees.
"The ministry of water is committed to this matter and we are confident it will produce results," said Maryline Agwa, Homa Bay County Chief Water Officer.
Ms Agwa added that she has gone through the proposed list of water pans presented to her by the organisation and that the county planning and design team will design good pans, carry out costing and then budget and implement in order of priority. The proposed water pans are in Kibiri, West Karachuonyo, Kanyaluo and North wards.
"I hope the County Executive will pick the low-lying fruits and
actively engage Food and Agricultural Organisation (FAO) and
World Vision. This should be a welcome complement to the County
Executive's ambition of making 2015 the year for addressing water
problems," said Homa Bay Senator Moses Kajwang'.
Homa Bay County Government Officials met FAO senior officials in
Nairobi in May, last year, two months after the launch of 'Our
Water Our Life' at Kobondo Dam, Kibiri.
"We shall continue working with the County Government to bring
life to the community through water," World Vision Associate
Integrated Programmes Director Jeremiah Nyagah said.
Water filters RoTB Trust Kenya, a UK-based charity, with local contacts, also donated rollable water barrels whose capacity is 30 litres to elderly
women, widowers and children in Karachuonyo in February. The
Kenya Red Cross Society also donated water filters to the Midwest
Karachuonyo community in March following a petition by Our
Water Our Life.
In February Governor Cyprian Awiti announced a plan to sink 21
boreholes at strategic locations across the county. Speaking in
Ngoche village in Karachuonyo constituency, Mr Awiti said the
project will draw funds from the Sh65 million kitty set aside for
water provision in the current financial year.

No cash was exchanged as purpoted on the Homa Bay County Agri City project

I barely want to bring light to the great people of Homabay County that they should start treating all hearsays about the Agri city as falsehood in that 200 million was transferred to the investors account.
1.In real procurement process such big money must pass through the IFMIS.
2. Such big money must be in authorization and follow the auditors lines
3.Within the MOU which was signed by the county government and the good Earth Power (company) there was no such money specified in the document..
I barely say without fear or favour no money was transferred to the investors.. the auditor general has it clear that no such big money was transferred..
I do here by support this with the MOU which was dully signed by the county government and the company.. And ready to support further..

Plan to imrove Health services in Homa Bay County

The Homa-bay county Refferal hospital is set for a major facelift and the county government of homa bay has set 10 M aside through the Ministry if health Dr. Lawrence K'oteng to set up an oxygen plantin the facility, this is one of its kind in the whole nation and again will save our residence the cost of travelling all the way to Nairobi for the service.
The said project is suppose to be constructed in a period of 9 months record from commencement .The governor while bracing the same ssid that his government found the hospital in a pathetic condition when it took it over at the onset of devolution.
His excelleny Cyprian Awiti said Devolution came so that Kenyans can realize development that had dragged since independence and hevis committed to seeing that Homa bay county achieve her goals.
He further stated that his government is faced by
political machinatione/destructors who are opposed to development n cheap propaganda. He said he has renained focus n steadfast inexpence of executing his manifesto so as to deliver to the people of HBC what they asked for when they elected him.
Finally,Governor Awiti concluded by saying that his government is committed to upgrade our markets centres and grade more access roads which are now damaged by the heavy rain fall which has been experienced in the recent past.
