ODM drains the hopes of its supporters due to failure in proper conduction of grassroots elections.
ODM party is the largest party in East and Central Africa with majority of supporters from all corners of the regions that exists along East and Central Africa, it is the most popular party in kenya and the most respected party in Kenya. despite being the best performing party, it seems the competition has become less stiff to the leaders of the same party therefore forgetting the interest and will of the people. The party has been conducting its grassroots elections in the last four months where the recent one was done in early December in Kisii, Nyamira and Homa Bay counties. The party elections were meant to strengthen the party from polling station level to the county level hopefully it would have been well conducted contrary to the current situation at the scenes, it was realized that these elections created more divisions across the ODM strong zones just because party did not offer them the services they were promised. People paid money from Ksh. 200 to 50,000 to be allowed to take part in the said elections excluding the cash that they used to campaign in their various positions, the people expected the services to be rendered according to their wish not some self interested individual's wish. The elections were only conducted at polling station level since party never paid much attention at that level. It was again realized that elections from ward levels were much interfered with since those who call themselves owners of the party had their people of choice not party supporters choice, this was seen in various counties when leaders claiming to be close allies of the Party leader Rt. Hon. Raila Amolo Odinga went ahead and formed camps that had just left great divisions on party members and supporters. Many announced themselves to be the duly elected leaders at various capacity of the available slots. This is very dangerous since we are approaching national elections and as ODM supporters should be united not divided as we currently see. The party leader should intervene and help the situation before it goes to the burning side for him to be assured of presidency come 2017, he must know that the current leaders claiming to be his advisers and opinion leaders are not doing much to him but playing self interest politics, they are out to do business with ODM to the extent of minting money from various institutions and individuals promising them to offer soft landings come 2017. Top party officials have decided to take sides, they have forgotten their roles and become as petty as campaigning and playing market politics around the villages. I wish to inform the party leader that if he really need the statehouse come 2017 then he must now show his leadership skills and clean the house or else he will be much disappointed come that time when his current friends will be happily reaping as he looses. He must not allow the current stupidity and madness shown by branch and county officials in various counties since he have got the capacity to create order in the party.

Finally Homa Bay County Governor cleared over audit report.
Homa Bay Governor Cyprian Awiti has been cleared of nearly all the audit queries raised by the Controller and Auditor General last year regarding the financial misappropriations.
Awiti, who is the first governor to have appeared before the Senate Public Accounts Committee (PAC), said he was encouraged by the level of professionalism during the grilling process.
The governor, who appeared with his top county officials before the committee explained that most of the issues raised regarding the financial operations of the county.
PAC chairman, Boni Khalwale urged other governors not to fear meeting the Senate over the same. He had been accused by the auditor general of procuring receipt books from Africa Herald Publishing House at Sh1.2 million among other things without following the procurement procedures through tender as per requirements of section 54 of the Public Procurement Act 2005.
However in response, Awiti said by the time his team assumed office in 2013, the former county council had signed a deal with the publishing house to supply it with receipts.
On the personnel and payroll audit, Awiti said when they assumed office they inherited about 593 employees in August 2013 but the number increased to 2,044 after the National government forced them to absorb the employees. Dr Khalwale told the governor to ensure that he automates the revenue collection.
He said Awiti needs to hasten the appointment of the chairman and secretary of the Public Service Commission (PSC) who have died. He also told the auditor general to ensure that the national audit office publishes each county’s financial report to avoid waiting until they are through with all the 47 counties.

Kenyan's tax payers will continue suffering
About a quarter of Kenya's Sh2.2 trillion budget
cannot be adequately accounted for, the auditor
general has said.
Commentators said the report by Auditor General
Edward Ouko's office exposed the scale of official
corruption in Kenya, east Africa's biggest economy,
which investors often cite as a hurdle to doing
business there.
In the report released late on Tuesday, the auditor
general said 2014/15 spending worth Sh450 billion
was not properly accounted for, demonstrating
"persistent and disturbing problems in collection
and accounting for revenue".
"Corruption thrives in a big way in government
offices, yet little is being done to arrest the
situation," he said.
"We must end the culture of misuse of state
resources. Those implicated must be seized and
punished."
Spending cited in the auditor's report included
Sh113 billion in "unconfirmed subscriptions" to
international bodies, and an unexplained over-
payment of Sh38 billion by the Transport Ministry.
The figure did not include an audit of county
spending, which was done separately.
"As reported under the respective revenue
statements, the discrepancies are mainly due to
unexplained and unreconciled differences between
revenue statement balances and the exchequer
records maintained by the National Treasury," the
report said.
The report was released shortly after Obama called
on Kenyans at the weekend to do more to end graft
to help the economy grow faster.
"Here in Kenya, it's time to change habits, and
decisively break that cycle, because corruption holds
back every aspect of economic and civil life," said
Obama, whose father was Kenyan.
Obama said the government had to show it was
tackling corruption with prominent prosecutions,
adding that it was an issue that also needed to be
addressed elsewhere in Africa.
President Uhuru Kenyatta said the fight against graft
was a priority when he took office in 2013, but
critics complain that too little has been done.
Uhuru promised in March to take personal charge
of the battle against corruption and said that any
official being investigated for graft must step aside.
Transport CS Michael Kamau has been charged over
abuse of office, while Lands CS Charity Ngilu has
been charged with obstructing an investigation.
A spokesman for Uhuru and the Transport ministry
did not immediately respond to a request for
comment.

HOMA BAY COUNTY GOVERNOR APPEARED BEFORE THE SENATE COMMITTEE ON PUBLIC ACCOUNTS AND INVESTMENTS

This is a routine appearance to respond to queries raised by the Auditor General. Most the governors have developed resistance to do what H.E. Awiti did today and this clearly shows that the homa bay county governor is a brave leader sure of himself. He attended the questions that were presented to him and made the unclear issues clear. senators praised him for appearing before them at a time many governors were avoiding appearing before them to shed light on their expenditures

LUO NYANZA LEADERS HAVE DECIDED NOT TO BE FOOLED AGAIN ABOUT TYRANY OF NUMBERS
Couples in Migori county have been asked to deny partners without IDs and voters cards sex and marriage benefits, this is done as a way to motivate the partners without IDs to seek for the IDs to ensure Cord leader Raila Odinga becomes the next president in 2017.
During a tour of five constituencies last Friday, ODM leaders asked opposition supporters to ensure either the man or woman, or both, acquire the documents.
“Any adult who has reached sexual maturity in Migori should never be offered any comfort of sex unless he has the two vital documents,” said Ruaraka MP Tom Kajwang’.
He went ahead and urged girls not to date or marry men without the documents saying they can neither open bank accounts nor use mobile money transfer services therefore they will continue being bankrupt and will never provide for their families .
“Some jealous men have refused to allow their wives to get the vital documents as they are afraid they may acquire an M-Pesa account and get money from their side lovers,” he said.
Women should sleep "while facing the wall", while men should send wives without IDs and voters cards back home, said Homa Bay women's representative Gladys Wanga.
“We will also instruct elders never to allow any woman to be married in their homesteads without an ID,” she said. The leaders said said they will create small
groups in villages whose members will ensure locals acquire the documents.

DP RUTO ASKED TO RETURN WESTON HOTEL TO KENYANS
RUTO MUST RETURN WESTON HOTEL TO KENYANS!
The response by the Deputy President regarding the illegal allocation of the parcel of land on which the Weston Hotel stands does nothing to assist his defence if he has any.
The Deputy President has responded by stating that he built the Weston Hotel when Hon. Raila Odinga was Prime Minister of Kenya.
He has also said that the land on which the hotel sits was not a subject of the Ndungu report on illegally acquired titles of public land.
On the first issue, we wish to state that the office of the Prime Minister was not involved in the approval of applications for change of user or building plans nor the supervision of construction sites. So the fact that Hon. Raila Odinga was Prime minister at the time when these approvals were given and construction undertaken is irrelevant.
Instead, we all know these matters surrounding construction were the mandate of the defunct City Council of Nairobi and judging from the number of buildings that continue to collapse in the city killing innocent Kenyans, many of these approvals were not obtained ethically and above board.
Regarding the fact that this property was not listed in the Ndungu report, we wish to reproduce some excerpts from the Ndungu report regarding how comprehensive their report was and why many titles were not exposed as grabbed.
“High profile cases of land grabbing could not be verified easily because relevant files had gone missing. In the view of the Commission, this was no accident and no reflection on the general competence and accuracy of the Records Department. It seemed to be deliberate”

“Some ministries, State Corporation and local authorities did not send in the required information at all either out of negligence or intentionally.”
“The Commission was unable to get the necessary cooperation from the Nairobi City Council and other local authorities despite intervention by the Permanent Secretary for Local Government. The Commission was therefore unable to establish the full extent of land grabbing in areas administered by local authorities”.

“While the Commission did not succeed in preparing a list of every conceivable illegal or irregular allocation of public land in the country, it managed to identify many such allocations…………”

The title to Weston Hotel is just one of the many titles that were deliberately withheld from the Commission of Inquiry into illegal/ irregular allocation of Public Land, which the Commission observed in its report was done at a large scale.
In any event, the Commission was established on 30th June 2003 and published its report in June 2004. This is the period when the Weston Hotel title was being “grabbed” as is clear from the letters from the government annexed to this statement.
We therefore reiterate the demand made by Hon. Raila Odinga that the title to the Weston Hotel , must be revoked by the President if he is serious and honest about fighting corruption in Kenya.
We further demand that the government implements the recommendations of the Commission which are found at page 191 of the report. It says;
RESTITUTION
“The government should embark upon the legal recovery of all monies that were justly gotten through illegal allocation and sale of Public Land. The recovery should be extended to original allottees, professionals, brokers etc.”
PROSECUTION
“All public officials, private individuals, companies and professionals who participated in the legal allocation of public land in ways that disclose the commission of crimes should be investigated, prosecuted and/or retired from public service in the public interest”

“...illegal allocation of public land is one of the most pronounced manifestations of corruption and moral decadence in our society. It has also demonstrated the loss of public responsibility for present and future generations by those entrusted with power. The memoranda received from the people by this Commission leave no doubt that they expect nothing short of restoration of their land: Political statements made against this Commission during the inquiry on the other hand demonstrate the lack of shame on the part of those who may have benefited from the plunder of public resources. Such people would go to any lengths to protect their ill gotten property. At the end of the day, the challenge lies with the government to summons all its political will and might so as to implement the recommendations made in this report. Only that way, will impunity be stamped out of our society”.

THE YOUTH POSITION ON THE TWO THIRDS GENDER RULE AND REPRESENTATION OF
OTHER SPECIAL INTEREST GROUPS
The youth of Kenya led by the National Youth Council (NYC) and representatives of Youth Serving Organizations (YSOs) signed herein are concerned with the continued disregard of the youth in the process of implementing articles 27 and 100 of the constitution by NGEC, CiC, AG, Ministry of Devolution & Planning and Parliament. Whereas we support the two-thirds-gender principle, we will not support any Bill that leaves out the youth and other groups. The Constitution drafters ignored youth proposals for a quota while they granted other interest groups. The National Gender and Equality Commission (NGEC) that chairs the Technical Working Committee on this issue as directed by the Supreme Court in 2013 has continuously side stepped the issue of youth representation in the whole process. It is so sad that NGEC, a body established to take care of all special interest groups has turned itself into some form of gender directorate and forgotten all other functions assigned to it.
All proposals so far in the three bills proposed by various players namely; “The Chepkonga Bill”, “The Mbarire Bill” and “The Neto bill” are all silent on youth representation even though Article 100 which all the three bills heavily rely on states that Parliament shall enact a law to ensure that Women, Youth, Persons with Disabilities, Minorities and the Marginalized are adequately represented at all levels of government. It must be emphasized that you cannot implement article 27 of the Constitution in isolation from Article 100. In fact the Supreme Court’s ruling and the deadline was informed by article 100’s timelines in schedule 5 of the constitution.
All the actors in this process should be warned that the youths of Kenya consider it disrespect of the highest order on their continued disregard of the youth in their proposed bills and that we will use all means possible to stop the process until the youth quota is realized.
The youth of Kenya constitute 67% of the adult population and is constitutionally entitled to fair representation. It is a hypocritical to only value youths as voting machines and overlook them in every other process. We are not going to accept being relegated to the back waters every time we get to the table of sharing the national cake, resources and opportunities.
The youth of Kenya demand not less than 15% of total membership in the county assemblies, National Assembly and the Senate and that no house will be properly constituted without meeting this quota. The current set up where we only have 2 representatives in the senate, national assembly and the county assemblies highly disenfranchises the youth especially in trying to push the youth agenda on the floors of these respective houses. As a result, youth issues have taken a beating as it is literally impossible to get them through. As we speak, Kenya’s youth agenda equation is seriously inverted and in doldrums partly because of lack of sufficient youth representation in county assemblies and parliament.
The ministry of Devolution and Planning, the Attorney General (AG), NGEC and Parliament must integrate our demand of 15% youth representation in the formula they are coming up with or we shall be forced to stall the entire process till our pleas are heard and acted upon. We are being magnanimous by asking for 15% looking at the demographics and those concerned should consider that as a sign of goodwill and understanding. We have even provided to the concerned authorities a clear formula on how to achieve the 15% but they stubbornly are ignoring us and telling us to wait. We have heard this waiting story for far too long and we shall wait no more. Give us what you call tomorrow today! Tomorrow is today and NOW.
We have proposed that in achieving the not less than 15% youth representation, a three pronged formula be applied and this is simply by a) Increasing seats for the youths through the nominations by political parties based on their proportional representation in parliament; b) Affirmative Action within affirmative action in the not more than two thirds gender rule; Specifically we want 40% of all the seats that will be reserved for women be allocated to women who are youths, 10% to women with disabilities and at least 5% to women from minority and marginalized groups; c) political parties should be compelled in law to ensure that at least 30% of all aspirants they nominate for elections are youth. This will definitely boost the number of youth in leadership. The youth of Kenya call upon KEWOPA to be the true mothers and consider the youths even as they push for women. We also want to ask Kenya young parliamentarians association KYPA and specifically the four parliamentarians who sit in the two houses representing the youth rise to the occasion and ensure that youth representation is enhanced. Otherwise what on earth are they doing in parliament?
Finally to all the youth out there, we are at a critical moment in the history of this nation where youth issues are either an afterthought or addressed decoratively and this trend must be stopped right in its tracks. Nothing in the youth sector is working and we shall be giving direction on the way forward. Thank you and God bless Kenya.

Whereas we support the two-thirds-gender principle, we will not support any Bill that leaves out the youth and other groups. The Constitution drafters ignored youth proposals for a quota while they granted other interest groups. The National Gender and Equality Commission (NGEC) that chairs the Technical Working Committee on this issue as directed by the Supreme Court in 2013 has continuously side stepped the issue of youth representation in the whole process. It is so sad that NGEC, a body established to take care of all special interest groups has turned itself into some form of gender directorate and forgotten all other functions assigned to it.
All proposals so far in the three bills proposed by various players namely; “The Chepkonga Bill”, “The Mbarire Bill” and “The Neto bill” are all silent on youth representation even though Article 100 which all the three bills heavily rely on states that Parliament shall enact a law to ensure that Women, Youth, Persons with Disabilities, Minorities and the Marginalized are adequately represented at all levels of government. It must be emphasized that you cannot implement article 27 of the Constitution in isolation from Article 100. In fact the Supreme Court’s ruling and the deadline was informed by article 100’s timelines in schedule 5 of the constitution.
All the actors in this process should be warned that the youths of Kenya consider it disrespect of the highest order on their continued disregard of the youth in their proposed bills and that we will use all means possible to stop the process until the youth quota is realized.
The youth of Kenya constitute 67% of the adult population and is constitutionally entitled to fair representation. It is a hypocritical to only value youths as voting machines and overlook them in every other process. We are not going to accept being relegated to the back waters every time we get to the table of sharing the national cake, resources and opportunities.
The youth of Kenya demand not less than 15% of total membership in the county assemblies, National Assembly and the Senate and that no house will be properly constituted without meeting this quota. The current set up where we only have 2 representatives in the senate, national assembly and the county assemblies highly disenfranchises the youth especially in trying to push the youth agenda on the floors of these respective houses. As a result, youth issues have taken a beating as it is literally impossible to get them through. As we speak, Kenya’s youth agenda equation is seriously inverted and in doldrums partly because of lack of sufficient youth representation in county assemblies and parliament.
The ministry of Devolution and Planning, the Attorney General (AG), NGEC and Parliament must integrate our demand of 15% youth representation in the formula they are coming up with or we shall be forced to stall the entire process till our pleas are heard and acted upon. We are being magnanimous by asking for 15% looking at the demographics and those concerned should consider that as a sign of goodwill and understanding. We have even provided to the concerned authorities a clear formula on how to achieve the 15% but they stubbornly are ignoring us and telling us to wait. We have heard this waiting story for far too long and we shall wait no more. Give us what you call tomorrow today! Tomorrow is today and NOW.
We have proposed that in achieving the not less than 15% youth representation, a three pronged formula be applied and this is simply by a) Increasing seats for the youths through the nominations by political parties based on their proportional representation in parliament; b) Affirmative Action within affirmative action in the not more than two thirds gender rule; Specifically we want 40% of all the seats that will be reserved for women be allocated to women who are youths, 10% to women with disabilities and at least 5% to women from minority and marginalized groups; c) political parties should be compelled in law to ensure that at least 30% of all aspirants they nominate for elections are youth. This will definitely boost the number of youth in leadership. The youth of Kenya call upon KEWOPA to be the true mothers and consider the youths even as they push for women. We also want to ask Kenya young parliamentarians association KYPA and specifically the four parliamentarians who sit in the two houses representing the youth rise to the occasion and ensure that youth representation is enhanced. Otherwise what on earth are they doing in parliament?
Finally to all the youth out there, we are at a critical moment in the history of this nation where youth issues are either an afterthought or addressed decoratively and this trend must be stopped right in its tracks. International Non-Governmental Organization- World Vision, has
partnered with the County Government of Homa Bay
to construct a Sh 200m water project
expected to benefit up to 100,000
people.
Governor Cyprian Awiti said on Wednesday 20th/May/2015 that the Kodera-Rachuonyo Scheme would serve residents of Kasipul ,
Karachuonyo and parts of Rangwe Sub Counties where residents have been trekking for
several kilometers in search of water.
Governor Awiti spoke at Kodera forest in Kasipul where he,
Karachuonyo MP Hon. James Rege
and the World Vision regional
Manager, Mr Joseph Tinkoi broke the ground to unveil the project , billed as
one of the biggest in the County. The intake tanks are expected to be up in four months.
“We want to sincerely thank the World Vision for this very
important project. It greatly
supplements our plans to supply
safe water to Ninety per cent of county residents by next year,” said Governor Awiti.
Governor Awiti said his government would pay Sh 30m in the partnership, adding that the project would help reduce water related
diseases.
Governor Awiti and Hon. Rege cautioned local leaders against
politicizing the water project, saying this could scare away investors.
“We want to keep politics out of development projects. We want to ensure our people get clean water
and good roads. I wish to thank the
Governor for contributing Sh 30m for this project,” Hon. Rege.
Hon. Rege used the opportunity to clarify that he had no
political grudge against Governor Awiti.
“The perceived political tension between Governor Awiti and me are the work of activists who must eat
through politics. The problem is that
there are people who must eat, otherwise we are good friends because we both
have distinct jobs to do,” said Hon. Rege amid
applause.
He described Governor Awiti as a good hearted leader who had used
his position to create development opportunities to the people of Homa Bay County.
He added: “ I have no
grudge against Governor Awiti but some people keep
on rocking us left and right. I
am praying that you finish your term successfully by giving us development
projects the way you have started.”
Calling Governor Awiti with his nickname “Jakodondo” Hon. Rege said leaders should unite to
ensure the County realized robust development projects. “We must focus a head and give our people
hope,” he added.
Governor Awiti said his government had sank 40 bore holes and
protected water springs across the County. He instructed the contractor to ensure he only used local
labour. Kasipul MP, OyugiMagwanga who arrived
after the function criticized the County Government over what he claimed was poor use of resources.

WHAT MAY HAVE LED TO THE HECKLING OF RUARAKA MP ON SATURDAY AT KARIOBANGI
Ruaraka MP TJ Kajwang received the baptism of fire when he together with Mathare MP Steven Kariuki and nominator Senator Elizabeth Ongoro hosted Raila and the other CORD principles for the OKOA Kenya rally at Kariobangi grounds on Saturday.
The troubled started when rowdy youths stopping him from entering the venue, baying for his blood and hadnt Hon. Elizabeth Ongoro not intervened, God knows what would have happened.
But why is the MP who was once a darling of the Ruaraka constituents be detested that much? Remember TJ won the Ruaraka seat on ODM ticked on a third attempt after failing in both 2002 and 2007. Why TJ was heckled and what is the cause of this bad blood between him and the youths of Ruaraka?
TJ, the younger brother to the Late Senator Oteino Kajwang, has nobody to blame but himself. He his blaming Hon. Ongoro for staging the whole thing, but the truth is who wants to get paid to heckle TJ? People are willing to do it at no fee at all; and what is Hon. Ongoros interest in Ruaraka anyway? She worked here while we were still in the larger Kasarani, so Ruaraka would be a demotion!
TJ is the only MP I know of that people ignore, even if when he walks through the Mathare 4A slums in the broad daylight. The Tom Juma Kajwang lurking behind that loquacious facade of an eloquent lawyer is a callous know-it-all character that only toadies can work with.
When did the Rains Start?
In the run to 2013 elections, TJ, though broke, was loved by nearly everyone in Ruaraka. People would listen to him and say this guy truly understands our needs. When the nominations came, TJ sailed through easily, on the basis that Majiwa was not in the good books in the orange party.
During his campaigns, TJ had a diversified campaign team. He had a team of youths, a team of women and community elders. I remember we were persuaded to support him by his then close confidant Omondi Alokon. During local visits, TJ would often send Jimmy Africa and his group in advance to survey the grounds and provide intelligence on the prevailing status! Any moment you saw Jimmys car meant that TJ was likely to show up.
Comparing then and now gives a whole different picture. Since becoming the MP of Ruaraka, TJ has worked very hard to burn the bridges that he used. The rain started hitting him, when the experienced Obuya Nyangolo, who was the then CDFC chair, passed away.
The vacant CDFC Chair attracted the interest of various people. TJ dangled with the seat, using it to get political backing here and there. In the interim, he left his cousin George to hold the position in acting capacity.
The people of Utalii new they deserved that seat, and upfront was Omondi Alokon, an experienced opinion leader in Utaliii Ward. The people of Mathare North were also claiming the seat, owing to the fact that Nyangolo was from their ward.
People waited as days, weeks and months elapsed without any news. Then came the Constituency Uwezo Fund Committee, and TJ used the chances to appease the people of Mathare North, while lying to the people of Utalii that CDFC Chair was theirs. Following this melodrama, Utalii Ward ended up with no representation in the Ruaraka Uwezo Fund Committee.
A few months later, after the burial of the Ruai Land Dealer Ochok, TJ confirmed George as the CDFC chair. The news caused protest in his camp, but the short-fused TJ instead opted to fire anyone who raised questions. This saw Onyango Jaugenya out of roads board, and coming in was Kajwangs close confidant Abiola. The MP begun to divide and rule, choosing only to work with people from South Nyanza and a few sycophants from Seme, Uyoma and Bondo to balance his skewed list.
At ward level, in all the five wards, TJ abandoned the people elected by the community to be in the CDF project management committees, for his close allies. In Utalii he went further ahead to start working with aspiring MCA Abel Atito, instead of the peoples choice Hon. Wilson Ocholla. To make things worse, a chunk of bursary forms were given to Atito to help him counter Ocholla. This was not taken well with the majority of Utalii Voters. He further cemented his relationship with Atito by hiring Odera Ondiegi, a former chair of Atitos campaign team, to become the Ruaraka constituency manager. It is imperative to know that constituency manager position fell vacant after he fired Ayieko under unclear circumstances.
A Control Freak
TJ is a control freak, which is why most people are abandoning him. He no longer enjoys the support of some of the most experienced opinion leaders like Omondi Alokon, Jaringa and many others. He does not even trust the people who have worked for the party like Nyangi, instead he chooses to work with amateurs like Bitty chi Okeyo.
Im just politely asking, didnt his spies tell him the hostility hes likely to encounter? Where were Jimmy Africa and his team of security that nominated Senator Hon. Ongoro, the Kibra MP Hon. Okoth and the Homabay town MP Opondo Kaluma had to come to his rescue?
In my opinion, Kajwang has lost touch with the best brains in Ruaraka and is now surrounded by young, vacuous and dopey individuals that he can control. This group cannot offer him wise counsel, and this came out clearly last Saturday. The only better brain in that camp Odera Ondiegi is being fought for suggesting that Kajwang will not win a second term. Instead of celebrating the only sensible brain on their side, his academic dwarfs continue to thwart Ondiegis efforts. Sooner or later Ondiegi will be fired just like Onyango and Ayieko were. But how many constituency managers will we have during TJs reign?

No army, no matter how strong can win a battle while fighting on two fronts. Kajwang has made so many enemies, not only in Ruaraka but also in his home county Homabay. Everywhere he went to, there were gun shots!
How sorry was he that his courage was no match to the Nairobi youths who demanded that he leaves. Where were his goons when he was being hunted like a squirrel? Where was his trusted political advisor Ojero or his chief of security to help him out? And what about the mighty Ombija?
My Secretary General Hon. Ababu Namwamba often says, an idea whose time has come cannot be stopped, and you cannot apologies for being ahead of your time. Im ahead of my time, and indeed I see that TJs time is up and nobody will stop the people of Ruaraka from showing him the door!

WATER PROBLEM SOON COMING TO AN END IN HOMA BAY COUNTY
Clean safe water has been a nightmare to greater percentage of the residents in Homa Bay County since the world was created, this will never be the same after the Homa Bay county government has partnered with World Vision International Kenya to ease perennial water crisis. Our Water Our Life petitioned World Vision International Kenya, following the November to March drought in Karachuonyo. Hundreds of livestock, particularly cattle and donkeys, died during the drought.
There were also cases of outbreak of waterborne diseases during the drought. A number of boarding schools, including St Bernard's Otaro Secondary School, also reported cases of bilharzia and diarrhoea.
Our Water Our Life targets damming of dry gullies, de-silting of
strategic water pans, roof-based water harvesting, water tanks for
public schools, and restoration of the environment through planting

Kenya Red Cross Society also donated water filters to the Midwest
Karachuonyo community in March following a petition by Our
Water Our Life.
In February Governor Cyprian Awiti announced a plan to sink 21
boreholes at strategic locations across the county. Speaking in
Ngoche village in Karachuonyo constituency, Mr Awiti said the
project will draw funds from the Sh65 million kitty set aside for
water provision in the current financial year.
There were also cases of outbreak of waterborne diseases during the drought. A number of boarding schools, including St Bernard's Otaro Secondary School, also reported cases of bilharzia and diarrhoea.
Our Water Our Life targets damming of dry gullies, de-silting of
strategic water pans, roof-based water harvesting, water tanks for
public schools, and restoration of the environment through planting
of trees.

No cash was exchanged as purpoted on the Homa Bay County Agri City project
I barely want to bring light to the great people of Homabay County that they should start treating all hearsays about the Agri city as falsehood in that 200 million was transferred to the investors account.
1.In real procurement process such big money must pass through the IFMIS.
2. Such big money must be in authorization and follow the auditors lines
3.Within the MOU which was signed by the county government and the good Earth Power (company) there was no such money specified in the document..
I barely say without fear or favour no money was transferred to the investors.. the auditor general has it clear that no such big money was transferred..
I do here by support this with the MOU which was dully signed by the county government and the company.. And ready to support further..

Plan to imrove Health services in Homa Bay County
The Homa-bay county Refferal hospital is set for a major facelift
and the county government of homa bay has set 10 M aside through the
Ministry if health Dr. Lawrence K'oteng to set up an oxygen plantin the
facility, this is one of its kind in the whole nation and again will
save our residence the cost of travelling all the way to Nairobi for the
service.
The said project is suppose to be constructed in a period of 9 months record from commencement .The governor while bracing the same ssid that his government found the hospital in a pathetic condition when it took it over at the onset of devolution.
His excelleny Cyprian Awiti said Devolution came so that Kenyans can realize development that had dragged since independence and hevis committed to seeing that Homa bay county achieve her goals.
He further stated that his government is faced by
political machinatione/destructors who are opposed to development n cheap propaganda. He said he has renained focus n steadfast inexpence of executing his manifesto so as to deliver to the people of HBC what they asked for when they elected him.

Karachuonyo Bursary devolved to HELB
Students in Karachuonyo are stranded after finding out that they can no longer get access to their yearly bursaries just because the funds have been devolved to Higher Education Loan Board, some of the students were perplexed after visiting the CDF office at A Law Rachuonyo to pick forms for the same only to be told that the forms can be found in Nairobi anniversary Towers Helb Office. They were not given explanations on how the new devolved system works but were told that bursary will no longer be free but will be a loan which will be refunded at a rate that is not specified. This kind of partnership never put into consideration the middle colleges students that are not under the support of HELB therefore their fate in education is diverted to the den of roaring lions since they depend on the peanut bursary funds being allocated to them annually. They are now pleading with the owner of Karachuonyo CDF who is the area MP to consider them and help them to continue with their studies and have their ambitions achieved.

SAFARICOM TO SHUT DOWN MONEY TRANSACTIONS OVER THE WEEKEND
The over 19 million Kenyans who use M-Pesa for their financial transactions will be left stranded over the weekend. The popular mobile phone money transfer system will be shut down on Saturday and Sunday as Safaricom moves it from servers located in Germany to Kenya.
That means that sending and receiving money, loading up on mobile money from bank accounts, making purchases at petrol stations, supermarkets, bars and restaurants through Lipa na M-Pesa, and paying electricity, water, and other utility bills will be unavailable for the two days.
“We have begun the long-awaited journey to bring M-Pesa home,” said Ms Betty Mwangi, Safaricom’s general manager for financial services.
Borrowers who use the M-Shwari platform — a partnership between Safaricom and the Commercial Bank of Africa — and M-Kesho — the partnership
with Equity Bank — will also not be able to borrow or repay loans during the 48-hour period.
Transactions on Kenya Commercial Bank’s Mobi-Bank and M-Benki will also be interrupted because they are hosted by M-Pesa.
Safaricom customers will also not be able to change their personal identification numbers, activate their accounts or access bank accounts for those who use
their mobile phones for banking.
The Commercial Bank of Africa is the largest bank by customer numbers largely because of its over 10 million M-Shwari customers. Each day, M-Shwari processes 50,000 loans and by early March this year, the bank had given out Sh29 billion in loans.
M-Shwari has Sh153 billion in cumulative deposits from its over seven million active users. These, too, will be affected when the system will be temporarily
unavailable this weekend.
According to records from Safaricom, M-Pesa users paid Sh11 billion per month through Lipa Na M-Pesa and Pay Bill in the last financial year, meaning that
they transacted business worth on average Sh360 million daily.
Every second in the last financial year, which ended in March 2014, M-Pesa users carried out 260 transactions through the mobile money transfer
system.
They also carried out 440 airtime top-up transactions through the system. The number of transactions can only have increased in the last 12 months, meaning
that on the two days the service will be unavailable, millions of transactions will be on hold. However, Safaricom yesterday said that once the
upgrade is completed, its customers will enjoy faster transaction times while the system will be more
secure.

facilitates the sale of 67% of the tea produced in Kenya and seven
other African nations. It has only 10 brokers who earn
commissions on all sales and who have been accused of fixing
prices to the detriment of tea farmers. These 10 brokers control
the tea export trade that accounts for 4% of the country’s GDP.
Today we visited the Auction as the Senate Committee on
Agriculture. We sought ways of enhancing transparency, efficiency
and competitiveness in the Auction with the ultimate aim of giving
tea farmers a better return.
We are glad to note that the Auction recently relaxed their rules for
registering new brokers; this will allow more players to be involved
in the intermediation of tea exports. We are also glad that the
auction is committed to implementing an e-auction platform; this
will provide a real time trading platform and reduce the risks of
price fixing and collusion by brokers.
Despite these positive gains, there is concern that the tea industry
requires urgent intervention to save farmers from opportunists.
There is also concern that some players blend our tea with inferior
teas thereby damaging the brand and flavor of the Kenyan tea in
international markets. The tax regime is also unfavorable, and as
Senate we will continue to broker discussions on reduction and
rationalization of some of the taxes that include Value Added Tax,
ad valorem tax and several other levies imposed by County
governments.
Tomorrow we will meet the State department of Fisheries to
establish the plans they have for the revitalization of fisheries at
the Coast and other strongholds like the Western Lake region.
It is my intention to bring the Senate Committee on Agriculture to
the Lake Victoria region to meet fishermen and to understand their
plight and aspirations. I will also be sponsoring amendments to the
Fisheries Management Act once it comes to the Senate from the
National Assembly.
My commitment to protect and promote our farmers and fisherfolk
has never been this strong!

On Friday night, I received a call from James Wanga complaining that Vincent Osaso made a post that Gladys Wanga is to run for Homa Bay county gubernatorial seat come 2017.
Today morning, I got another call from Lavenda Ojallah also complaining that Vincent Osaso made post that he will revealing the secrets behind the wars between Gladys Wanga, Lavenda Ojallah and James Rege. I wish to state as follows;
Yes, my name is Vincent Osaso. I changed to Sasman Sasle just after the senatorial by elections.I earned this name from friends and colleagues who nicknamed me Sasman following the position and tough war I fought in favour of SPLM. I currently and will continue using the name Sasman Sasle.
The account by the name Vincent Osaso is fake. Have engaged an IT specialist and we have realised that it is being operated by one James Raballa Ja Kendu. Raballa must therefore stop tarnishing people's names in social media. I urge all my friends not to to accept friend requests from this account.
Raballa, you have 72 hours to deactivate that account or we engage authorities.

COULD DP BE EYING THE DAADAB LAND?

On Saturday, a U.N. High Commissioner for Refugees officer said the agency had not received any formal request from Kenya's government about moving Dadaab. The U.N. refugee agency manages the Dadaab complex , having set up the first camps there in late 1991 amid Somalia's civil war.
The agency and the governments of both Kenya and Somalia agreed in 2013 on a process for the repatriation of Somali refugees. But that was supposed to be mutually agreed-upon and voluntary, in accordance with the refugees' "freely expressed wish and their relevant knowledge of the conditions" where they'd end
up, according to the pact.
None of those things, it seems, applies now to the move pushed by Ruto on Saturday. It's not clear where he expects the refugees to go, other than somewhere into Somalia and out of Kenya.
Any mass move would be a monumental task, disrupting the already difficult lives of more than 600,000 Somalis who call the camp their home. Simply meeting basic needs is a challenge in the vast complex, which has seen devastating droughts, contagious diseases and other travails that have tested its residents and those trying to help.
Still, as tough as conditions there are, they are seen as a better alternative to life back in Somalia, where Al-Shabaab is based and
has carried out violent attacks for years. DP Ruto must know that things are followed procedurally and he should not act as if he owns the world, he was against Raila's move to relocate the mau settlers and now he wants to relocate the refugees. We should stop playing politics all the time and look on the possible way to solve security issues. It makes no sense to erect 700km perimeter wall as people dies of famine.

A MAN ARRESTED AFTER BEING LINKED TO THE BLAZE SET ON MRS. OKELLO'S (MOTHER TO RONGO MP. DALMAS OTIENO) HOUSE
A man who is suspected to have been behind burning down of a house
belonging to the mother-in-law of Rongo MP.Dalmas Otieno was on Friday arrested in Homa Bay County.
Mr Peter Odoyo Ogure, a 46-year-old a bicycle repairman, was arrested on suspicion of having set ablaze Mrs Elizabeth Okello's eight-roomed house.
Mrs Okello is the mother of Homa Bay county executive for Tourism and Sports Dorothy Atieno Otieno, the wife to the Rongo MP.
The incident in Kamasaba Village, Komolo location in Rangwe, Homa Bay saw property of unknown value destroyed. Mrs Okello was however not in the house at the time.
She was reported to have been in Kisumu where she was still recuperating after a mild stroke.
A neighbour, Harrison Adina said he woke up at night only to see the house on fire and sounded the alarm. “By the time villagers arrived, the roof had already
caved in,” he said.
Mzee Adina later reported the matter to police who swung into action.

KIKUYU CAMPUS TRAGEDY
One student was confirmed dead this Sunday morning following a stampede at the University of Nairobi's Kikuyu Campus.The stampede was caused by the explosion of a power transformer which caused a terror scare among the students who were in their hostels thereby they were finding safe places for their lives resulting to some of them jumping from as far as 5th floor to the ground .
Several others were injured and rushed to Kenyatta National Hospital and other city hospitals.
While Confirming the death of the student, the university's Vice Chancellor Prof Peter Mbithi said 99 students were being treated at KNH. "141 others were being treated at various city hospitals." He added
The body of the dead student was transfered to Chiromo Mortuary.

It has been quiet tiresome activity to investigate and know why some of the youths who are member of National Youth Council have been fishy in their fight against their leaders in the same institution but as they say no secrecy within a group and all that are done in darkness must one day be exposed by the darkness after it has been overcome by the light intensity. There has been a good fight between a group of some youths and the Youth Fund CEO and here is the reality that leads to that. Gaddafi Issivali, Eduardo Githaitha, Wachira Wambui were paid by Amiran Kenya each Kshs. 100k to help Amiran get green house tender at youth fund by black mailing the CEO and fighting the possible forces that may have blocked Amiran from winning the tender, they ensured the NYC chair is out of the office by uncertified misuse of the office claims ....

ODM REBEL MP COUGHT UP IN A LAND CASE
Rangwe MP George Oner Ogalo tampered with original documents
for land he was contracted to survey, a court heard on Wednesday.
Businessman Benson Riitho told the court that the MP made
alterations to the 50-acre land, which he then subdivided and sold
without consent. Mr Riitho was giving evidence in a criminal case
against Mr Oner at the Milimani Law Courts. He said: “I gave the
MP all original title deeds, including
money to be paid as tax.” Magistrate Edda Agade heard that the
money given to Mr Oner was never paid to the Kenya Revenue
Authority because there was no documentation to prove the
payment was made.
Mr Riitho said there were fraudulent transfers of his property in
Embakasi Nairobi instigated by the surveyor while he was
indisposed.
The witness said that he later wrote a letter on December 7, 2011,
asking for the original receipts paid to the Kenya Revenue
Authority by the accused but he did not get any.
The witness said he came to discover anomalies on Mr Oner’s
progressive report on the land after he went through the document
and found it was not
reflecting the reality on the ground. “The surveyor took advantage
of my bad health when I was in hospital between 2008 and 2011 to
subdivide
my land and illegally dispose of it. “When I got the progress report
from Oner’s company, I discovered that it could not tally,” he said.
The court heard that the sub-divisions and sale that were
purportedly done by the accused were later cancelled by the
Nairobi City Council through minutes
dated September 25, 2007, because authority and consent had not
been obtained.
SUB-DIVISION ILLEGAL
“The entire sub-division of the 50 acres of land was cancelled
because it was illegal,” said the witness. Mr Riitho said that the
accused sold more than 150 plots without his authority, forcing
him to seek legal
redress.
The MP is accused of making a document without authority. The
charge states that on March 6, 2008, with intent to defraud
businessman Benson Riitho Mureithi, he issued him with
documents for the cancellation of a
parcel of land in Embakasi area, which he purported to be
genuinely issued by the Kenya Revenue Authority.
The hearing continues on May 29.

Major blow to PDP party as governor Zachary Obado decamps to ODM
Party Hopping is specifically Kenyan political strategy of
failed politicians who cannot convince voters to vote them on their
own merit except through a popular political party. We know that
some of these hoppers are under investigations of grand
corruption accused of embezzling billions of public funds.
ODM has been accused by some of its members of selling
nomination certificates to the highest bidder whether they win
nominations or not.
Having known these weaknesses, the party hoppers are warming

The other way of doing business with the party is to convince ODM
to form a merger with other CORD affiliates so that they can bring
their little parties into the coalition so they can get automatic
tickets. Yes, this is both a possibility and likelihood particularly for
party leaders. BUT, and I mean but, if the opposition gets
engrossed in blood money and uses it to vet who contests what
seat, then you can bet straightaway that it will not form the next
government but if it forms it, it will be the most corrupt
Government Kenyans will ever see.

The Commission on Administrative Justice has asked
Parliament to ament four Acts to force elected leaders
out of office when integrity issues are raised against
them.
Speaking after the signing of a memorandum of
understanding between the commission and the
Intergovernmental Standing Committee on Shipping,
Ombudsman chairman Otiende Amollo said
reviewing these pieces of legislation would compel
elected leaders adversely mentioned in corruption
cases to step aside and allow for investigations.
Dr Amollo said there was a gap in dealing with the
legislative arm of the government since the Executive
does not have absolute powers to eject them from
office.
"It has become difficult to compel leaders in
Parliament and counties to comply with the Executive
directive of the President because of a legislation gap.
"The only legitimate remedy is for Parliament to re-
examine the laws dealing with corruption and
integrity and put into place mechanisms stating that
when you have been accused of corruption, you leave
office pending investigation," he said.
Four armed robbery suspects were shot dead yesterday by the police in Ugunja. Police recovered an assortment of weapons from the suspects.
The four are said to have been planning a robbery at a supermarket in the town. The public alerted undercover officers who responded. Ugunja deputy county commissioner Kipkech Lotiatia said the four were trying to flee when they were gunned down.
“On sensing danger the suspects engaged police in a fierce gun battle before they were felled at Ngunya market,” Lotiatia said.
He said police recovered an AK-47 rifle, a Ceska pistol, fake vehicle registration number plates, a stolen driving license and 18 bullets. The bodies were taken to Siaya County Referral Hospital Mortuary and the vehicle they were using, which police suspect was stolen, was towed to Ugunja divisional police headquarters. Lotiatia called on the public to embrace ‘Nyumba Kumi’ to support police effort in tackling crime.
